Some of the reasons for clemency were;
Mr. Bedford was mentally retarded but was convicted before the U.S. Supreme Court ruled that the Constitution bars the execution of a mentally retarded person. No court had ever heard his evidence supporting this claim.
Mr. Bedford had other severe mental impairments. He had significant memory problems and did not remember events like his father's murder when he was a child and his own trial
Recently, his condition had deteriorated even further as a result of dementia and other health conditions, including seizures, fainting spells, head trauma, and stroke-like brain injuries. These impairments had led to a life long struggle with the most basic concepts necessary to function on a day-to-day basis and continue to prevent Mr. Bedford from helping his attorneys save his life
